William J. Drake is an International Fellow and Lecturer in the Media Change and Innovation Division of the Institute of Mass Communication and Media Research at the University of Zurich, where he teaches courses on Global Internet Governance, The Changing NetWorld Order, The Internet and World Politics, and the Internet and Social Change. He is also the Chairperson of the Noncommercial Users Constituency and a member of the Board of Directors of the European At Large Organization in the Internet Corporation for Assigned Names and Numbers (ICANN); a member of the multistakeholder 1Net Steering Committee; an advisor to the high-level Panel on Global Internet Cooperation and Governance Mechanisms; a core faculty member of the European and South Schools on Internet Governance; and an Affiliated Researcher at the Institute for Tele-Information at Columbia University. Ryan, Patrick
Dr. Patrick S. Ryan is Policy Counsel, Open Internet for Google, where helps the company reconcile the global nature of its products with the regional and local nature of legislation and politics. He is responsible for policy-related support for Google’s cloud-computing initiative, and represents the company in various multistakeholder and international fora, including the Internet Governance Forum, the Asia-Pacific Economic Cooperation (APEC) and other matters.
In addition, Patrick holds a part-time appointment as Adjunct Professor (and previously, Faculty Director) at the University of Colorado at Boulder where he teaches Internet and telecommunications policy, and while Director, was the Program’s senior academic officer and responsible for all faculty supervision and student relations and recruiting matters.
Prior to joining Google, Patrick spent nearly 18 years in telecommunications in various roles, where he deployed fiber and wireless networks in Europe, Canada, South America and the United States. As a lawyer in private practice, he advised companies on the deployment of next-generation networks, international investment, and intellectual property.
He has published more than 20 law-review articles on international matters including spectrum, telecommunications, intellectual property and Internet regulation. In addition to English, Patrick is fluent in French, Spanish and German, and is proficient in Dutch and Portuguese.
Patrick received a Ph.D. from the Katholieke Universiteit Leuven (Belgium), an MBL in international business law from the Universität St.Gallen, (Switzerland), a Juris Doctorate from the University of Texas at Austin, and a BA/MBA from the Monterey Institute of International Studies (a graduate school of Middlebury College.
