In her presentation at the occasion, entitled “Banking Supervision-Using Technology to Avert Crises” the Director Banking Supervision, Central Bank of Nigeria, Mrs. Tokunbo Martins, noted that an organisation must enforce segregation of duties; restrict access to IT systems and files; limits the functions individual may perform; and help prompt detection and response to potential fraud incidents in the deployment of technology to avert crisis in banking supervision.

Mrs. Martins said, the banking sector occupies a vital position in the economy, so also technology in banking supervision.

“It has been projected that technology would continue to play a revolutionary role in the development and delivery of banking products and services. Hence, an effective and efficient supervisory process must be responsive to these opportunities and challenges. It then becomes imperative that carefully formulated and well-implemented IT controls would go a long way in not only stemming the rising level of frauds prevalent in the entire banking system; but also averting banking crisis,” she said.

Why I joined AfriNIC – Anne-Rachel Inne

In this special interview with our Group Executive Editor, DigitalSENSE News, Mr. Remmy Nweke, the newly appointed chief operating officer (COO) for the African Network Information Center (AfriNIC), Ms Anne-Rachel Inne, aside from telling us why she is excited to join AfriNIC, also asserted that Africa is ripe for the new Internet.

Ms Anne-Rachel Inne, the new AfriNIC chief operating officer
What does your joining AfriNIC mean to you and what do you think the future holds for AfriNIC?
Well, the chief executive officer (CEO) of African Network Information Center (AfriNIC) approached me and asked me to apply for the open position at the organization some time back. I thought it to be an interesting challenge.
Also, I thought that my experience could help me in the job and coming back to the continent to support the great work that AfriNIC is already doing in Africa, which was a very appealing perspective.
So, joining AfriNIC is simply bringing back home all the ropes I have learned along the way in the Internet world since 1995. I have come full circle and I am happy as well as excited at the challenges ahead.

What is the core role of AfriNIC?
Our core work as the Africa Regional Internet Registry is to ensure a fair distribution and management of Internet number resources in our region. For this job to be well done we need excellent operations at AFRINIC and I am happy to say that the team I have found boasts excellent people; Information Technology (IT), member services and communications will work with me to support and ever-growing membership and requests from our community.
I shall work with them as well as the community to develop, implement, and manage the operational aspects of the annual budget driven by AfriNIC’s strategic objectives.

Any plans for IPv6 penetration on the continent?
Our region has the potential to embrace IPv6 and be at the forefront of all services to the citizens. At AfriNIC, we pledge to spearhead Internet technology and policy development in the African region and the team and I am committed to make that happen.

Lead us further into what is AfriNIC?
AfriNiC is a non-governmental and not-for-profit membership based organisation. Its main role is to serve Africa region as Regional Internet Registry (RIR), and liken to the four other continents which have their own RIR.
The AfriNIC organizational structure is set to encourage a bottom-up self-governance management model where policies and other organisational functions are determined by the community in general and members who elect representatives that seat on the Board of Directors.

Tell us about General Assembly of AfriNIC?
Discussions are conducted through both public meetings and e-mail discussion lists. There are no requirements or pre-requisites for any person or entity to participate. AfriNIC has a General Assembly which meets once a year whereas Public Policy Meetings are organised twice a year, that is, one-back-to-back with the General Assembly.

ITU says standard EPS to reduce emissions by 25%

Standardizing efficiency characteristics could reduce the energy consumption and greenhouse gas (GHG) emissions of Electric Power Supplies (EPS) between 25 and 50 per cent, says International Telecommunications Union (ITU).

The Director, Telecommunication Standardization Bureau at ITU, Mr. Malcolm Johnson, made this known in his foreword to the “An energy-aware survey on ICT device power supplies,” noted in addition that the report highlighted that standardizing efficiency characteristics could reduce the energy consumption and greenhouse  gas (GHG) emissions of EPSs.

He said, Information and Communications Technologies (ICT) users and manufacturers are already enjoying the economic and environmental benefits of the standardization, maintaining that ITU is working in partnership with organizations around the world to produce global policies and standards to tackle climate change and environmental degradation.

This report reveals that standards for the manufacture of external power supplies (EPS) could enhance their reliability and extend their lifetime while decreasing their average weight by up to 30 per cent. This could eliminate up to sixty per cent of current annual EPS e-waste.

He said, ITU Universal Charger detailed in Recommendation ITU-T L.1000. ITU-T Study Group 5 – ITU’s lead study group on environment and climate change – is now building on this success with new standards applicable to a wider range of ICTs.

The report, he said, firmly underlines opportunities to achieve further reductions in e-waste, energy use and greenhouse gas emissions; and the resultant ITUT Recommendations will achieve this by widening the range of ICTs supported by power adaptors and standardizing design parameters able to optimize these adaptors’ eco-efficiency.

Also speaking, the chairman of the Global e-Sustainability Initiative (GeSI), Mr. Luis Neves, pointed out that they participated in the global debate on sustainable development for over a decade, even as the rapid deployment of innovative ICT solutions must be matched with a commitment to create environmentally responsible products that are energy efficient, reduce the carbon footprint of the ICT sector and meet consumer needs.

This report, he said, marks another milestone in GeSI’s role of bringing together leading ICT companies and international organisations to raise awareness of the contribution of innovative technology to sustainability.
Stressing the report commissioned by GeSI and ITU, presented the results of a study of more than 300 commercially available adapters, both for ICT and non-ICT use.

Further, he said, the report suggests that an environmentally friendly design could result in savings of more than 30 per cent of the materials used to build the devices. Avoiding obsolescence would cut down on the 300,000 tons of e-waste likely to be created per year by discarded devices.

Twitter sends signal: Mind what you tweet, submits 3-mnth Tweets of protester to court

Twitter may have sent out a signal that it’s in the Information and Communications Technology (ICT) space to play, make money and definitely not to engage in any sort of fight or be drawn into one by all means.

This follows the velocity of compliance by Twitter with a New York judge’s cut-off date last Friday to submit three months' of Tweets by an end-user who was arrested last year in an Occupy Wall Street protest, reports Associated Press (AP).
DigitalSENSENews recalls that last Tuesday, New York State Supreme Court Judge Matthew A. Sciarrino Jr. ordered Twitter to produce the information in three days or face a fine that he would calculate based on the company’s earnings statements from the past six months.
According to Twitter’s Transparency Report from July 2012, it is not uncommon for the entity to give up end-user data as part of legal challenges, especially on a global basis the company provides “some or all data” in requests for user information 63 per cent of the time.
The court had ordered for the data came as part of an appeal from the social networking giant that asked the court to reverse an earlier judgment. The case involves the private data of Twitter user Malcom Harris, who was arrested with 700 other protesters during an Occupy Wall Street (OWS) demonstration last October.
Also Bloomberg had quoted Sciarrino as saying “I can’t put Twitter or the little blue bird in jail, so the only way to punish [Twitter] is monetarily.”
The judge's order invited Twitter to supply information that might link Harris to the account responsible for the Tweets that were posted publicly.
Although it dragged foot initially, but in May, Twitter stepped in after Harris was reportedly trying to thwart the court’s attempt to obtain three-months of his Tweets. The court contended he did not own that data, which is stored on Twitter servers.
Harris Tweeted in May “ The secret is: there's nothing incriminating in the tweets.”
But the case is not so much about the content of the Tweets as the protection of data, private or otherwise, users put on the Internet.
